Johnnie Dodds Boulevard
US 17 / Johnnie Dodds Boulevard is proposed to be widened with improvements at several intersections. The Town of Mt. Pleasant, working with a team of consultants, developed the Johnnie Dodds Boulevard Mobility Study. A final report of this study was submitted to the Town of Mt. Pleasant in April 2006 and approved by Mount Pleasant Town Council in July 2006.
The section of Johnnie Dodds Boulevard that was studied extends from the Ravenel Bridge to the intersection with Mathis Ferry Road at Venning Road. The study area includes major intersections along Johnnie Dodds Boulevard at McGrath Darby Boulevard, Houston Northcutt Boulevard, Shelmore Boulevard, Dragoon Drive, Anna Knapp Boulevard, and Bowman Road, as well as the interchange with I-526.
The study examined potential operational and capacity improvements throughout the corridor. The alternatives considered at the major intersections include multi-lane roundabouts, grade-separated urban diamond interchanges, continuous flow intersections, "super street" intersections that provide median crossovers to eliminate left turns, and widening from four to six or eight lanes. The completed study also includes assessments of local and regional accessibility, bicycle and pedestrian facilities, costs and constructibility, economic development potential, land-use plan compatibility.
The recommendations contained in the Final Report for the Johnnie Dodds Boulevard Mobility Study include constructing grade separated interchanges at the intersections with Houston Northcutt Boulevard and Bowman Road, widening Johnnie Dodds Boulevard to six lanes at the intersections of Shelmore Boulevard, Dragoon Drive, and Anna Knapp Boulevard, and converting the intersection at McGrath Darby Boulevard to allow for only right turns in and out.
By way of comparison, the CHATS Long Range Transportation Plan includes the widening of Johnnie Dodds Boulevard from four to six lanes between the Ravenel Bridge and I-526, and the addition of interchanges as part of its list of 2030 Vision Plan Projects.
The Town of Mount Pleasant provided a resolution to Charleston County requesting that design consultants be procured to further analyze the project corridor using the Johnnie Dodds Boulevard Mobility Study as a basis and develop conceptual designs to present to the public at a series of public information meetings. The recommended alternatives to develop include a grade-separated urban interchange at Bowman Road with US 17 / Johnnie Dodds Blvd. and at-grade improvements along Johnnie Dodds at the intersections with McGrath Darby Boulevard, Houston Northcutt Boulevard, Shelmore Boulevard, Dragoon Drive, and Anna Knapp Boulevard.
