Palmetto Commerce Parkway Frequently Asked Questions


Questions received from Charleston County citizens regarding the Palmetto Commerce Parkway are listed below. The answers are listed below the questions. If you have a question or comment click here.

1.) Are plans underway to obtain data on the ratio of cars to commercial trucks presently using Ashley Phosphate road?

 

Answer: Yes, RoadWise is reviewing traffic data and will determine the traffic makeup, percent trucks vs. percent autos, directional distribution, etc.  Field traffic counts have been performed.

 

 

2.) Can we quantify how an increase in truck traffic on Ashley phosphate would limit automobile traffic? This is basically a square foot / real estate issue. Traffic flow and efficiency for the majority of drivers is not just an issue of the number of drivers, flow rate, congestion or speed.

Answer: A traffic study is currently being developed that includes actual traffic count data, projections, as well as anticipated truck volumes based on current / planned zoning as approved by the City of North Charleston.  RoadWise is determining what anticipated traffic generated by the Palmetto Commerce Park as well as through traffic from other routes impact Ladson and Ashley Phosphate roads.  There are also other planned routes in the area to consider, too such as Future Drive Loop and Northside Drive Extension.

 

3.) When we open up the Palmetto Parkway to development, what kind of development would we want: majority residential or majority commercial?

Answer: The City of North Charleston has industrial zoning in place along the entire length of the Palmetto Commerce Park except for several residentially zoned parcels in the immediate vicinity of Pepperhill Subdivision.  Much of the existing parkway currently traverses an existing industrial park, and will likely run through or adjacent to R.O. Collins Landfill/mining operation just northwest of Pepperhill Subdivision.

 

4.) How will the resultant and two distinct types of vehicles affect flow on Ladson Road and Ashley Phosphate?

Answer: The affects of projected Palmetto Commerce Parkway traffic on adjacent routes is currently being evaluated in the traffic analysis for the project.

 

5.) How will each type of traffic work with the  ?blending lane? concept at the Ashley Phosphate / I26 overpass? (Study the overpass entrance and exits at 8:00 AM & 6:00 PM). 

Answer: The proposed parkway will provide an alternative for motorists currently using Dorchester Road and I-26 in this area, we would anticipate some reduction in traffic on these routes, but to date, the reduction has not been quantified.

 

6.) What is the vision for development of the property along the parkway? Is there a vision for how we want to grow North Charleston? North Charleston needs more ?Coosaw Creeks? and ?Wescott Plantations? and no more neighborhoods with declining Destinies.

Answer: Most of the future development is likely to be industrial as the existing Parkway runs through an existing industrial park and will probably run through or alongside the R.O. Collins industrial property.   The City is getting ready to begin the process of updating its Comprehensive Development Plan which will include a visioning process for the entire city.

 

7.) Since success marries success, how can the project marry success into the Pepperhill and Stall road communities? (Quality Vision). 

Answer: The project will provide alternative connectivity to Ladson Road and Ashley Phosphate, pending on the direction of travel.  There is discussion of providing additional connection to Pepperhill from the new parkway but the decision is not final at this point in the project development.

 

8.) Can the parkway project promote this quality growth with careful consideration to zoning and planned access-points? (Long term Vision). 

Answer: At this time, no access points to the roadway have been developed or determined, we are currently focusing with locating the mainline alignment.  We currently have three alternatives developed and presented to the public meeting held on October 10.  The alternatives can be reviewed at www.ccroadwise.com under the Palmetto Commerce Parkway project.

9.) Can this parkway connect to Wescott Plantation and Coosaw Creek at back entrances to each community? 

Answer: The project probably will not connect to Coosaw Creek due to major power line crossings and environmentally sensitive areas.  The project could be connected to Wescott Plantation by the extension of Patriot Blvd. and Future Drive extension through the Heape tract. That connection is currently planned by the City but not as part of this project.
