Project Description

The existing Palmetto Commerce Parkway begins at Ladson Road (S-76) and extends for approximately 1.7 miles to a dead end. Palmetto Commerce Parkway Phase II will extend approximately four miles to Ashley Phosphate Road (S-75) with a divided four-lane road and planted median. The primary purpose of this project is to provide a north-south connector linking Ladson Road and Ashley Phosphate Road. The connector would improve the road network in this area of North Charleston and accommodate inner-regional travel. The extension of Palmetto Commerce Parkway would relieve traffic on nearby roads, such as Dorchester Road and I-26, and provide a better distribution of traffic in the area.

Project Status

The Palmetto Commerce Parkway Phase II project has been approved using the design/build method. Construction began January 5, 2009. The project has been divided into three segments:   

  • Segment 1 - The last mile of the project on the Ashley Phosphate end.
  • Segment 2 - The beginning section of Phase II that starts where the Phase I project ended. It is approximately 1 and 1/8 miles in length.
  • Segment 3 - The middle section of the project between Segment 1 and 2. It is approximately 1¾ miles in length.
 
November 2009 Construction Status (updated December 8, 2009)
 
The month of November was a productive month for Palmetto Commerce Parkway Phase II. On the south end of Segment 1, the curb and gutter has been poured, a sidewalk has been installed and stone base and asphalt has been placed in the north and southbound lanes of the new roadway. 
 
On the south end of Segment 2, the curb and gutter for the median has been poured. Stone base has been placed in the north and southbound lanes of the new roadway from the beginning to the end of Segment 2. Stone base was not placed in areas where bridges and culverts are to be constructed. 
 
The piers have been completed on Bridge 1 (left and right) over the meandering stream, which is located on the south end of Segment 2 near the end of the Palmetto Commerce Parkway Phase I.  The bridge contractor also finished installing deck forms and reinforcing steel.
 
In Segment 3, clearing operations are approximately 65% complete, and grading operations continued in all areas except areas where bridges and culverts are to be constructed. On the south end of Segment 3, approximately 1,200 feet of the southbound lane was fine graded and stone base was placed in this segment.
